The crest has been divided in to seven sectors with the motto written at the bottom. It comprises a shield crossed with two swords, the sailing ship, scientific apparatus and ears of paddy and in the middle, an open book and a lamp.
The shield crossed by two swords at the left hand top represents the valour and chivalry of this land Surabhumi (Soro) in safeguarding the sovereignty of the nation.
The sailing ship at the right hand top indicates the maritime glory of Odisha.
The open book and the lamp lit at the center symbolize the awakening of learning.
The science apparatus at the left hand bottom stands for diligence and analytical study and research for updating knowledge.
The Ears of paddy at the right hand botton symbolize the ushering of the Green Revolution.
Thus the crest symbolizes the hallmark of valour prosperity, Knowledge and subsistence with the mott inscribed at the bottom "SARBESAM NO JANANI", a extract, which depicts the sublime spirit of the nation, from a poem by renowned modern poet Kabibar Radhanat Ray, the son of this soil.
