1. The name shall be be Upendra Nath College.Students' Common Room, Soro.

2. The main aims and objectives of Common Room shall be to:
a) Provide healthy recreation to the students.
b) Advance the general knowledge and widen the out-look of the students.
c) Foster a sense of togetherness among the students.

3. a) All students of the +3 classes of the college shall be ipso facto members of the Common Room.
b) All members of the staff shall be honorary members of the Common Room.

4. The Executive Committee shall consist of:
a) President (Principal ex-officio)
b) Vice-President & (Associate Vice-President) to be nominated by the Principal from among the members of the staff.
c) Secretary:- Any member of the Students' Union is eligible to contest for the post of Secretary.
d) Assistant Secretary:-Any member of the Students' Union is eligible to contest for the post of Asst. Secretary.
e) Executive Members:
1) One representative from each class of Arts, Commerce and Science counted separately.
2) Two representatives to be elected from among the Women students only. The election shall be held along with the Students' Union election by separate secret ballot.

5. Election shall be held on such dates as per the Government notification.

6. The Secretary shall be responsible for-
a) Convening Executive, meeting.
b) Organising Activities as under 2 above.
c) Maintaining records and proceedings.

7. a) The Assistant Secretary shall assist the Secretary. in discharging his/her duties and shall assume all charges of the Secretary in his/her absence.
b) The Vice-President may with the approval of the Principal, assign any responsibility to the Assistant Secretary.

8. Office bearers who are examinees of the University shall be deemed to have vacated their office by the date they fill in the forms for the respective examination.

9. a) The funds of the Common Room shall consist of-
i) Annual contribution from students.
ii) Voluntary contribution from members,
iii) Income from sales of old issue of newspapers and periodicals.
b) The Principal shall be the administrator of the funds.
c) The accounts shall be maintained by the Vice-President.

10. The Principal shall be the final controller of the Common room.
